A budget hearing was opened by President T. Koberlein was held for 10 minutes prior to the opening of the business meeting.
The meeting was held at the St. Elmo Public Library. The meeting was called to order at 6:11p.m. by President T. Koberlein,. Minutes of the 6/17/21 meeting were read and approved. Treasurer and Librarian’s reports were presented (see attached). Motion by Crawford, seconded by Hord to approve and pay the bills. Motion carried.
Discussion was made about the shifting of personnel hours between St. Elmo Library, Brownstown Branch Library and Beecher City Branch Library.
There was discussion about notifying the different schools to let them know that computers are available for use at the libraries for students that don’t have access to one for their school work, during the schools morning announcements.
Twelve new library cards were issued for the month of June; seven of which were at Beecher City and we are seeing more out of district use of the libraries. The board plans on having the new computers in place before the remodeling is started at the St. Elmo Library.
As far as old business Derrick Moore got his Eagle Scout project approved to do the landscaping in the reading garden at the St. Elmo Library and should be able to start soon.
Director Karnes said the Mark Lash is planning on starting the remodeling the second or third week of August. The St. Elmo Library is planning on being closed some of the time during the remodeling. Director Karnes said, hopefully, staff will be available to go to the other libraries to do a complete inventory of books during that time. Director Karnes said she is hoping to get shelving moved to the back room of the library and move books and patrons can enter through the double back doors. RDM is coming to get exact measurements for the carpet to be installed. We are waiting on having the new library shelves to be built until the price of lumber goes down.
Discussion was made about the Memorial for JoAn Marie Evans and tabled for a later date.
Crawford announced the money received from the Per Capita Grant willl be $9,097.90.
In new business, an Audit will be done this year. The secretary’s book from July 2020 until June 2021 was looked over, approved and certified.
The board unanimously passed an Ordinance NO. 2021-2, AN ORDINANCE TO LEVY AND ASSESS A TAX FOR ST. ELMO PUBLIC LIBRARY DISTRICT OF THE COUNTIES OF FAYETTE, EFFINGHAM AND SHELBY, STATE OF ILLINOIS FOR THE FISCAL YEAR BEGINNING JULY1,2021 AND ENDING JUNE 30, 2022. Motion to pass the Ordinance was made by Hough, seconded by Crawford.
