Board Meeting Minutes
January 17, 2023

Present: President T. Koberlein, B. Koberlein, C. Arnold, S Hord, C Kamnick, Director Karnes, D. Crawford
No guests present

The Board Meeting was held at the St. Elmo Public Library and was called to order at 6:05 pm. by President Koberlein

Minutes of the November 10, 2022 were approved as read.

Review of the Financial Statement

Review of the financial statement was given by Connie Kamnick. Beecher City checking account has totally been closed out.  There were two donations made; one for one hundred dollars and a second one for five hundred dollars. Timmerman has completed the audit for the libraries. President Koberlein asked that the financial statement be put on file for audit. A motion to accept the treasurer’s report and pay the bills was made by D. Crawford and seconded by S Hord. The motion was unanimously approved.

The Librarian’s Report

Kim reported that circulation went down slightly for November, but went up slightly in December.  Kim stated that doing to fine-free children’s material doesn’t seem to be hurting the petty cash and they are still collecting fines.  Several new library cards were issued in December.  Six were issued at Beecher City, two at St. Elmo and one at Brownstown.  Computer use at Beecher City was good in November, but nothing in December. Brownstown computer use stayed about normal.

Director’s Communication

Kim suggested that the library district get a Sam’s Membership.  Currently it is difficult to get the supplies that JD is using at Dollar General. The Sam’s Membership is $50 a year or you can do a $110 a year, which includes delivery right to the doors.  Currently, the membership cost is being lowered to $70.  The membership would be placed under the St. Elmo Library Districts name.  It was also mentioned, an individual can call ahead and they will have your order waiting for you.  A vote was made by S. Hord to allow Kim to get a Sam’s Membership card, it was second by D. Crawford.  The motion was unanimously approved.  The cost at Beecher City for the cabinets and wall is $1,400. The wall will be as tall as the Junior Bookcases and will be stained the same color as the bookshelves and it will be nine foot of cabinets. The doors on the small cabinet are being repaired.  The work on the wall and cabinets is being done by Greg Evans.  The current individuals running in the election for the St. Elmo Library District Board are current members Don Crawford and Connie Hough, along with Peggy Stolte.  There are two positions open for the April elections. Kim mention about the two donations that were received.  Roger and Sereta Barnes made a donation of $500 and the Threads of Friendship donated $100.  Staff have mention to Kim that they would like new flooring for the back barn room. The discussion was to use part of the money to have the barn room flooring cleaned and not replaced. President Koberlein suggested to get pricing for stripping and relaxing the tile and cleaning the carpet. Kim said she would talk to Justin Wilhour about getting an estimate.  Kim said she had been in touch with Imagine This about the cost of a new library logo. Kim said for a basic logo, the cost would be $1,200 and the company would show the board four to six original concepts and we would choose from those. The logo company, also have a branding and starter package for $2,700 were you get a copywriter for your brand. The decision was made to table the conversation for a later date, after looking at other options.

Old Business

Damaged Items due to Insects/Bugs Policy

The board read over the new policy that will be made available due to library items damaged due to insects/bugs. A motion was made by D. Crawford to accept the new written policy for damaged items due to insects/bugs and seconded by S. Hord.  The motion was unanimously approved.

Beecher City Trees

All cleaned up and taken care of.  President Koberlein has received several calls telling him how nice the library looks now.

BC Konica Minolta Upgrade

Kim and President Koberlein met with Brien from Konica Minolta on the phone about the upgrade for the copier.  The new price for the copier would be $124.88 per month, but it has gone down to $108.09 per month.  The new copier will not be available for three to six months.

New Business

Per Capita Grant

D. Crawford stated that the grant has been completed and sent off in the mail.

New Accountant 

Larry Stine will still be our accountant, due to the fact that he decided not to retire and this point in time. He has raised his price from $169 to an additional $105 for a total of $274 each month.  A motion was made by B. Koberlein to accept the new cost increase for Larry.  It was seconded by D. Crawford.  The motion was unanimously approved.

Miscellaneous

C. Kamnick stated that Illinois Department of Employment was paid at the rate of 0.725. It has been raised to 0.850.  Due to new software, the library employees can go into the system and check the Wednesday before their payday to see how much their checks will be.  If a want to do that, Connie K. will need an email address from them so Larry Stine can put their information in the system. 

A motion was made by B. Koberlein to adjourn the meeting at 7:10 and seconded by D. Crawford.

The board immediately went into closed session.
